'Lopping' in everyday use just means cutting a tree back. In the trade it has a narrower and less flattering meaning: indiscriminate cuts that leave stubs with no growth point to heal from.
What a qualified arborist will actually do is a crown reduction — shortening limbs back to a suitable lateral so the tree keeps a natural shape and can seal the wound. It costs about the same and the tree doesn't respond by throwing up a thicket of weak regrowth two seasons later.
Regrowth after topping attaches to the outside of the old wood rather than growing from the core. It's fast, heavy and poorly anchored — and it's exactly what comes down in the first serious easterly. A lot of storm callouts on the coast are trees that were topped years earlier.
Central Coast Council allows pruning of up to 10% of a tree's foliage in a growing season without approval, and only on branches up to 50mm thick. A decent tidy-up of a mature gum will go past that easily. Worth knowing before, not after.
