Broadly, the network operator maintains clearance around its own mains. The service line running from the street to your house is generally the property owner's responsibility. If you're unsure which you're looking at, ask Ausgrid before you arrange anything.

Working near live conductors requires specific accreditation and, usually, the network being made safe first. A general tree crew — however good — cannot legally do it. Anyone who offers to is telling you something useful about the rest of their work.
Coastal wind means branches move further than they look like they will. Clearance that seems generous on a still day can be nothing at all in a 60km/h easterly, which is when the arcing and the outages happen.
