AQF3 versus AQF5, and why council cares
An AQF3 is a trade-qualified arborist — the person who climbs, prunes and removes. An AQF5 is a consulting arborist, qualified to assess a tree's health and structure and write a report that council will accept.
Central Coast Council expects one or the other to sign off tree works, including completing the exempt-works template for a dead tree. That surprises people: even when you don't need approval, you're expected to have had someone qualified look at it and document what they found.
When you need a report rather than a quote
A Private Tree Works Application generally needs an AQF5 report. So does most development consent where a tree is anywhere near the works, and any dispute with a neighbour or an insurer where somebody needs an independent opinion on whether a tree was sound.
What an assessment actually looks at
Species and its known failure habits, the root zone and what's been done to it, the condition of unions and attachment points, decay, and the target — what's underneath the tree if it fails. A tree over an empty paddock and the same tree over a bedroom are different risks entirely.
